Crucially, frozen assets are, by definition, temporarily retained rather than fully seized with the ability for reallocation.

BUDAPEST, Nov 20 (Reuters) - Hungary's ruling party unveiled billboards vilifying European Commission President Ursula Von der Leyen on Monday, the first time it has made her a personal target in a campaign similar to one against her predecessor that angered Brussels. The billboards, erected overnight to launch a campaign for next June's European parliamentary election, depict Von der Leyen alongside Alex Soros, the son of liberal Hungarian-born financier George Soros, a perennial target of hostility from Orban's Fidesz Party. Soros is Jewish and some critics view the central role he plays in Fidesz propaganda as evidence of anti-Semitism, which Fidesz strongly denies. Similar billboards showing Von der Leyen's predecessor Jean-Claude Juncker alongside the elder Soros drew a rebuke from Brussels in 2019. Orban sent out a survey on Friday to Hungarians asking whether the EU should allocate more funds to Ukraine or grant it membership.

Parliamentary deputy Yaroslav Zheleznyak said on his Telegram channel that von der Leyen was expected to speak in the Ukrainian parliament. Ukraine, which applied to join the European Union days after Russia's full-scale invasion in February 2022, sees joining the trade bloc as a top priority. BRUSSELS, Oct 17 (Reuters) - European Union leaders aim on Tuesday to settle on a united approach to the crisis triggered by the Hamas attack on Israel after days of confusion, infighting and mixed messaging. Some officials and lawmakers also criticized von der Leyen, who visited Israel on Friday, for not declaring that the EU expects Israel to abide by international humanitarian law in its response to the attack, as other EU leaders did. Von der Leyen stated that position publicly for the first time at the weekend. Commission officials have insisted von der Leyen had already conveyed the message privately to Israeli officials and defended her swift visit to Israel as an important sign of solidarity. The EU leaders are likely to task ministers with exploring potential risks in more detail, according to officials.

BRUSSELS, June 12 (Reuters) - European Commission President Ursula von der Leyen starts a four-nation trip to Latin American on Monday to bolster political and trade ties that the European Union admits it has sometimes neglected. Von der Leyen will meet the presidents of Brazil, Argentina, Chile and Mexico on consecutive days. Von der Leyen will also seek to push forward an update to the EU-Mexico trade pact which the two sides agreed in 2018. It has a trade agreement with Chile that could give EU companies greater access to the country's lithium and copper. A possible understanding with Argentina could also promote exploration of the Vaca Muerta shale oil and gas reserves by EU investors.

Macron last visited China in 2019 while it will be von der Leyen's first trip since becoming European Commission president that year. However, some analysts said ostentatious deal-signing would appear opportunistic at a time of heightened frictions between the United States and China. WASHINGTON, March 3 (Reuters) - The United States and European Union are working toward agreement in principle on a deal to make European minerals eligible for tax credits, a senior EU official said Friday. The EU official said an agreement could come as early as next week, in time for a visit by European Commission President Ursula von der Leyen to Washington, on a deal that would give the EU "free trade agreement-like status." The EU official said it was critical to reach an agreement soon, given moves by some European companies to shift production to the United States. This would be very reduced and certainly not a free trade agreement in the classical way," the official said. But the EU in December praised a U.S. Treasury Department decision to allow EVs leased by consumers to qualify for up to $7,500 in commercial clean vehicle tax credits.

WASHINGTON, Oct 25 (Reuters) - U.S. and European Union officials will formally launch a task force next week to discuss new American laws that Europeans fear will discriminate against foreign electric car makers, according to a statement on Tuesday. Among the law's provisions are requirements that EVs be assembled in North America to qualify for tax credits. The law also ends subsidies for other EV models and requires that a percentage of critical minerals used in those cars' batteries come from the United States or an American free-trade partner. The task force would "promote deeper understanding" on the "opportunities and concerns for EU producers," Watson said, and comes after high-level meetings between Biden administration officials and allied countries angered over the new law. The EU is set to unveil mandatory energy use cuts as its standoff with Russia pushes supply lower. The plan also includes an "exceptional and temporary" tax on companies in the oil, gas, coal, and refining sectors based on the firms' extra profits. Yet with energy prices still elevated and Russia slashing exports to Europe even further in recent weeks, the plan's authors argue urgency is paramount. Energy prices have skyrocketed in the UK and the EU as Russia retaliates against sanctions and cuts its exports of oil and natural gas to western Europe. The shift has forced them to quickly adopt measures boosting domestic energy supply and easing demand to avoid rolling blackouts and even more intense inflation.
